RATE OF PAY:

  • $19.32 - $25.75 per hour

JOB FUNCTION:

Under direction, informs and advises property owners about housing rehabilitation and related housing programs available; provides construction advice to homeowners; conducts on-site inspections; prepares deficiency lists, cost estimates, plans and specifications; prepares construction bid packages & administers rehabilitation contracts; monitors construction improvements of housing rehabilitation projects; resolves problems of moderate complexity and performs other duties as required.

ESSENTIAL FUNCTIONS:

  • Conducts on-site inspections for compliance with Housing Rehabilitation Program guidelines, Building Code, and Housing Code.
  • Inspects homes and dwelling units to determine rehabilitation work required and advises owners of required rehabilitation.
  • Prepares cost estimates, blueprints and working drawings and specifications for rehabilitation work. Reviews them with the owner and subcontractor(s) and gives technical assistance during all phases of program application and subsequent construction / rehabilitation.
  • Maintains qualified contractors’ listings, prepares construction bid packages, acts as liaison between owner and contractor and to secure permits.
  • Confers with builders, architects, and contractors as to method of construction and material application.
  • Monitors repair and remodel work to assure that work conforms to specifications. Recommends and approves change orders. Approves progress and final payments with the Housing Director.
  • Certifies satisfactory completion of work. Responds to customers complaints and construction defect repairs.
  • Provides information concerning housing rehabilitation and other housing programs to the public and conducts outreach and public informational meetings.
  • Assists in the preparation of periodic reports to government agencies. Prepares monthly status reports and updates the Housing Director on all activities.
  • Prepares correspondence to homeowners, property owners and contractors.
  • Creates and maintains comprehensive project documentation, plans and reports.
  • Adheres to Agency Personnel Procedures.
  • Attends training and staff meetings as required.
  • Demonstrate commitment to Agency’s mission, values and policies in the performance of daily duties.

ADDITIONAL RESPONSIBILITIES:

  • Be adaptable to change and Agency growth.
  • Perform other duties as requested by Housing Director.

QUALIFICATIONS:

  • Valid Driver’s License and reliable transportation.
  • Working knowledge of the Uniform Housing Code, building codes and/or ordinances applicable to the building trades; State and Federal housing rehabilitation programs; rehabilitation construction plans and specifications; the techniques and methods of housing inspection to locate health and safety concerns.
  • Ability to prepare bids and project management, with strong organizational and time management skills.
  • Strong communication skills (verbal and written).
  • Ability to read and follow written and verbal instructions.
  • Ability to work independently with minimal direct supervision.
  • Ability to deal tactfully and effectively with homeowners, contractors, and others contacted in the course of work and resolve issues that may arise.
  • Ability to lift 40lbs.
  • Willing and able to travel to all sites, training, visits, etc. as necessary and requested.
  • Ability to relate to people of varied backgrounds.
  • Computer skills.
  • Two years of experience as a building contractor, which includes remodeling or rehabilitation work. OR Two years of experience performing building inspection work for conformance to the Uniform building codes, and which includes experience preparing cost estimates and bid specifications. OR Two years of experience performing comparable work in a State or Federal Housing Rehabilitation Program.
